Summary of Claims *MGM Resorts International Group (“MGM”), which is scheduled to be the core shareholder of the so-called Osaka IR Corporation, which is scheduled to be the main operator of casinos in the IR zone development plan for the Osaka Yumeshima area approved by the Minister of Land, Infrastructure and Transport on April 14, 2023 (the “Osaka Yumeshima Plan”) (hereinafter “MGM”), which is scheduled to be the core shareholder of the so-called Osaka IR Corporation, which is scheduled to be the main operator of the casino in the Osaka Yumeshima Plan (hereinafter “Osaka IR Corporation”). *It is therefore very likely that MGM has taken the proceeds of crime that LeoVegas was illegally obtaining directly inside the company. If this is the case, it would violate Articles 11 and 17 of the Organized Crime Punishment Law. In this case, MGM would be ineligible as an approved major shareholder as stipulated in the Law for the Development of Specified Complex Tourist Attraction Areas, and would not be allowed to participate in Osaka IR Inc. *Therefore, the approval of the Osaka-Yumeshima Plan by the Minister of Land, Infrastructure, Transport and Tourism is premature and should be revoked until it is clearly confirmed that MGM has not internalized the criminal proceeds of LeoVegas.
